Subcontracting with Praxis

INTRODUCTION

Praxis is seeking qualified firms to meet general and project-specific requirements under several prime contracts with the Naval Research Laboratory (NRL).

Although all potential subcontractors are invited to register and qualify with Praxis (see Step 1 below), Praxis only accepts proposals that are submitted in response to a formal Request for Proposal (RFP) from an authorized Praxis task manager. The RFP will include a Contract Data Requirements List (CDRL), applicable security requirements, and a draft Contract Security Classification Specification (DD254). If you have any questions about submitting a proposal, please contact the Praxis task manager.

These web pages are designed to help you prepare and submit a proposal to Praxis. Complying with the information on these pages ensures that your proposal will meet Praxis's requirements and can be evaluated quickly and fairly, and that a contract can be awarded to the successful offeror with minimal delay.

These pages provide the following information:

• General Information: Things you need to be aware of before you begin your proposal. This page includes important information about restrictive markings, ITAR/EAR and non-U.S. citizen restrictions, contract deliverables, government property, and working at NRL.
• Proposal preparation instructions. There are four steps you must follow to submit a proposal to Praxis:

Step 1. Qualification and Registration: Before submitting a proposal you must register and qualify with Praxis. This page contains mandatory and optional information you must provide to do business with Praxis and the Federal government

• Proposal Evaluation: How Praxis will evaluate your proposal
• Contract Documents and Downloads: Model contract documents that will be tailored for specific procurements or subcontracts, and documents and spreadsheets that will help you prepare your proposal. You are encouraged to review the model contract documents and indicate any exceptions when you sibmit your proposal.
• Prime Contract Documents: Contract Clauses, Representations and Certifications, and CDRLs from Praxis prime contracts. The applicable prime contract will be specified in the RFP.
